HOW TO USE THIS REPORT

We are pleased to present the Coastal Bend 12 County Needs Assessment to the South Texas region.

Our consultants have cautioned that the findings in each section of the report are not designed to stand in isolation, but are meant to be viewed in the context of the entire report. Thus a few observations on the presentation, navigation, and use of the report are essential for readers and users.

    1) Casual readers are encouraged to read the REPORT BRIEF prior to any specific         section of the report. Users of the report and readers seeking more in-depth         knowledge should also read PART I: INTRODUCTION and PART II:
        EXECUTIVE SUMMARY AND RECOMMENDATIONS.

    2) PART III: RESEARCH FINDINGS OF TARGET NEED AREAS contains the essential
        overview, analysis, findings and conclusions of each target need area. It is in these sections that national, state, and county data converge with key informant and citizens? perspectives and other archival sources to form the basis of report findings and conclusions. Within the Summary of Findings in each section, key indicators are presented in chart format along with brief findings. This provides an excellent overview of each target need area.

Part III also contains numerous charts which provide data on each of the 12 counties for various key indicators in each target need area. It is from these charts that a 12 county overview can be obtained depending upon the indicator reviewed.

    3) Data and observations for each county are found in PART IV: COUNTY SPECIFIC DATA. Observations and conclusions are presented in each county based upon the eight target need areas. This is followed by charts of the key indicators for each of the eight target areas comparing county specific data to Texas and the 12-county region. Also found in each county summary are break-outs of various survey data. While conclusions can be drawn from these surveys on a region-wide basis, caution should be utilized in drawing conclusions based on county data alone due to the number of respondents on a county-wide basis. At best, for some counties, the information is anecdotal in nature. It is for this reason that more weight is given to archival and demographic data than survey responses in the county sections.
